Time and ability are insufficient, there are plenty of people with those to spare. The important factor is motivation, with enough of that you will make enough of the other two factors. There are plenty of people who could fix the problem, but it is not their problem and doesn't affect them, so they spend time on things that motivate them more. That's why the sufferer has to do at least some of the leg work themselves, and get the satisfaction of both having the fix and having been part of it.
