There are two completely different types of firewalls. One is a packet filter 
(iptables with all its frontends like shorewall, firestarter et al), the 
other is an application level firewall which does not work on IP level. While 
I am not aware of any implementation of the latter one for linux, there might 
well be one. ;-)
