My "man emerge" says:

NOTE: The unstable keyword symbol (~) will not be shown in cases
in which the
corresponding unstable keywords have been accepted globally via
ACCEPT_KEYWORDS.
So your package seems to be masked by an entry in /etc/portage/package.mask.
