next to hetzner.de in germany i know ovh.de: http://www.ovh.de/items/distributionen/gentoo.xml?sort=all not sure if they meet your 'low rates' limit. they seem to have decent connection speeds some of which have a 'lossless' tag in their names. not entirely sure what that means though. x
