It was skipped because it was already there but that's how it works.

The official way to add or delete services is to use rc-update. I do not
know anything about using eselect rc to do this.

Is this documented somewhere? Using eselect for this I mean. Surely the OP saw it in a doc somewhere. Sort of doubtful that he/she pulled this out of their hat on their own.
