Try changing ethernet cable and switch port for the pc that has the problem, and ping the router again. Then if the problem persists, delete /etc/udev/rules.d/70-persistent-net.rules and swap the network card (if it's not onboard) with another (PCI) that you know is good. If the card is onboard, do not delete /etc/udev/rules.d/70-persistent-net.rules, just add a PCI NIC, connect the ethernet cable to this new PCI NIC and try to ping the router.
