Maybe the "02" prefix is random. Try:
grep LC_ALL /etc/env.d/*
But fact it, whatever you put in /etc/make.conf is for portage, and
portage only. If you define LC_ALL in make.conf, then the only
software that will use that definition is portage itself (like the
"emerge" tool.)
