The answers are in the page you quoted <shrug>: KDE SC 4.6.0 is in portage, currently ~testing. As for future stabilization, 4.6.1 could be a possible candidate. Which means: 4.6.0 will not go stable 4.6.1 needs to be released then it might go stable. Expect at least one month after release. Ask kde what's their timeline to release 4.6.1. Add 30 days.
