memtest uses only 1 CPU, so it doesn't care how many more are
installed.  You could have 4096 CPUs, like the largest IBM mainframes,
and memtest will still use only 1 of them.

Note that all memory is accessible from all CPUs, even on a NUMA
system.  This is why memtest does not need to use multiple CPUs.
