Actually it was neither.  Edited the shutdown script to get rid of the
last line that was causing the system to halt.  Apparently it wasn't
updated properly or something, but it was waiting long enough for halt
-ihdp to finish before running halt -f.

I guess I just didn't explain the problem well enough.
