I changed from:
=dev-php/mod_php-5.0.4
=dev-php/php-5.0.4
to:
=dev-php/mod_php-5.0
=dev-php/php-5.0
Now I get a downgrade when I emerge. :(

Adding the mask of >=dev-php/php-5.1 does not help. :(
