This adds all the dependent packages that are blocking the specified
package to the package.keywords.  It will not work for hard masked
packages.
To answer you question, as long as you leave these entries in your
package.keywords file, emerge -uD will keep the files at the latest
masked (testing) version.  To downgrade, remove the entries from
the package.keywords file.
