after you emerged ati-drivers, did you modprobe the driver and/or add it to /etc/modules.autoload.d/kernel-2.x (where x is your minor version, e.g. 4 or 6, as in 2.4 or 2.6)? I just replaced my ati card, so I'm not sure what the module name is.
