man portage Specifically for the package.provided file it wants the package and version that you have installed outside of portage. For example: If you have downloaded and installed your own kernel from kernel.org, placing sys-kernel/vanilla-sources-2.6.11.11 into package.provided tells portage that you have provided that version of the package and to not manage that package.
