The emerge man page only show "emerge --sync" now, but its description
exactly fits the action of "emerge sync". They would appear to be the
same, but I'd guess "emerge sync" is deprecated.

Another couple of possibilities are that he has not synced for a long
time or that the partition containing the portage tree is almost full and
heavily fragmented, which would slow down both the rsync scan and the
cache update.
