Thank you!!! My rc.conf file contained no "CLOCK="" line, so I missed it. This seems like it was overlooked or a bug in the install process. Now it appears that my Gentoo OS is keeping time. However, it is yet to be seen whether the BIOS keeps its time since it appeared to also be a problem. So I set in /etc/rc.conf CLOCK="local".
