Is this on the same port on the same computer? I ask because I am
pretty sure that the current capability of the USB bus is a physical
characteristic of the computer, and not under software control. There
is a minimum current that the USB bus is required to be able to provide
(250mA seems about right), but a specific implementation is free to
provide more power. The USB bus on my computer provides enough power
for my 2.5" USB disk, a flash disk, USB mouse, laptop cooling pad, and a
USB powered light/fan.

You might need to find/buy a cable for your disk to draw power from the
PS/2 port, or another type of cable that takes up 2 USB ports and thus
provides double the power.
