Can I suggest you look up your model of your laptop at sites like: http://tuxmobil.org/ http://www.linux-on-laptops.com/ and see if anyone else has already solved it... I went through a period of attempting to get the winmodem working on my Toshie notebook, but got broadband later that month, and didn't bother trying to get it to work.
