For repository owners, there's a simple way using xmllint (from the common libxml2 package):

xmllint --xpath "//repo[name='mysql']/owner" ~/.cache/eselect-repo/repositories.xml


Trade out the name as necessary. Needs a copy of repositories.xml locally which eselect-repository often caches. (Time is defined by REMOTE_LIST_REFRESH in /etc/eselect/repository.conf default of 2 hours.)
