You must have read it wrong, then.
The idea is to cut out herds.xml when looking up maintainers. Being
faced with a directory with ebuilds in it, you want to know everything
about it without looking elsewhere, including who is responsible for
the ebuilds, so under the (amended) proposal, e-mail addresses as
described in herds.xml will be used directly in metadata.xml, with the
<herd> tag being restructured as
<herd><email>f...@gentoo.org</email></herd> instead of the indirect
<herd>name</herd>.
