There are lots of cases of upstream forgetting to update configure
checks and changing without noticing the real requirements. For example,
moving from gtk+-2.90.0 to gtk+-3.3. Since we don't such old setups, we
don't notice a newer gtk+ is needed. Sometimes, a user with a really old
stable setup tries to update, find the problem and we need to update the
dependency
