Can you point out a package for which SONAME/ABI/whatever changes
every time ${PV} changes? Probably not. Is the relationship between
${PV} and SONAME/ABI/whatever changes the same for every package?
Absolutely not. So, we have to be able to bump the sub-slot when it's
appropriate for the particular package, and every package is different.
