So? If speed were important, people would use a binary distribution,
or just drop to -O1. But given the massive variability of Gentoo
systems, correctness is a far bigger worry.

Sure it does. It means that for any package where there's a really
large slow-down, users will only run the tests if they want to.

Unfortunately, it looks like this proposal's one of those things that
some people will hate for ideological reasons no matter what. I just
hope there're enough people on the Council for whom QA and user systems
not breaking is sufficiently important that they'll vote in favour of
it.
