Couldn't agree more that (within reason) the ebuild team really ought to be making the decisions since they have to implement it.
As far as the benefits of FHS-compliance goes - I for one would love to not have to reference paths to kde files that change every time a new version comes out. Then again, that could potentially be solved with symlinks as is commonly done with /usr/src/linux.
