Sure, if they think about it carefully.

Nope. Not beyond the code, anyway... Although the code is clear enough
that anyone who's going to be able to understand the explanation can
understand the code.

The GLEP doesn't have a great impact. It's a purely internal matter
that shouldn't be visible to users at all and should be very easy for
developers to follow once implemented.

Really, the idea that anyone can contribute and express a useful opinion
is all very well, but it's terribly naive. Do you expect to be asked to
give your opinion upon the proportion of zinc mixed in with the
aluminium in your car? Do you tell your doctor how much thimerosal you
want in your medicine?
