He meant add the packages which he wants excluded to package.provided prior to installing, which would make portage believe they are already installed. Then, of course, you would remove said packages from package.provided as you probably do want them updated in the future. A misuse of package.provided, but it does achieve the same outcome Rumi's suggestion would.
