You make the after package DEPEND upon the before package.
except the user only has to emerge ABC, and as such XYZ needs to be
pulled in but AFTER ABC gets emerged. Your answer does not handle that
situation. It's OBVIOUS (and in all cases in the tree) XYZ already
DEPENDs on ABC.
