No, you're missing the point; by not rev-bumping, that 90% don't get forced to remerge. Honestly, the devs are just trying to avoid unnecessary recompiles. My advice is to log onto irc.freenode.org and ask these kinda questions in #gentoo-dev-help as they'll explain if asked. If there is a valid use-case, then you can post it as an enhancement request on bugzilla.
