Clearly, it's trolling, the quote above should demonstrate that beyond 
doubt.  However, one must ask what the reason might be for such 
deliberate trolls.

Perhaps the reason is to see (and demonstrate in the process) just how 
far one can go before one /does/ get pushed off the list.  I was frankly 
shocked at both active sides earlier in the thread, perhaps this is just 
trying to push it as far as possible, maybe with the motive of driving 
the council to /some/ sort of action to institute enforceable and 
enforced list guidelines.

OTOH, that's taking a step many had been hesitant to take.  There's kill 
filters when someone (or some thread) gets too far out to take.  Perhaps 
it's time for list regulars to kill-filter the thread /and/ the abusive 
user.  If that avoids the step toward direct censorship he seems to be 
trying to push...
