I have a proposal for an agenda item. I would like the council to decide on the removal of the requirement that everything must come as an agenda item so they can be allowed to make decisions in a timely manner, if necessary. Of course, with my proposal, the council can always decide themselves that something is not an emergency, and postpone decision, or even require that the item go for discussion before a decision is made, but the current agenda requirement blocks the ability for quick decisions.
