Would it be possible to establish a reliable practice on this?  I think
"Generally" means "sometimes, but not always".  Could we have "always"
please instead?

Would it be possible to ensure that the agenda is posted a guaranteed
minimum period of time in advance?  There are large parts of the day
when it's not possible for me to check my Gentoo email.  I think it
would be reasonable to post the agenda no less than 24 hours in advance
of each meeting.
