Agreed.  The need for a license is *not* a description of the package.
The best fit for it *is* the LICENSE variable, unless it is provided in
metadata.xml, which then precludes it being package-specific and not
ebuild specific, which is exactly what I was trying to avoid.  It also
means that we need an extension of the DTD, unless we just put the
information in the longdescription field somewhere, which I think still
falls under the "It isn't a part of the description" thing.
