kde-plasma/kwayland-server: update wayland-protocols DEPEND
Upgrade ordering is not upgrading wayland-protocols prior to
kde-plasma/kwayland-server, leading to a build failure with:
`* WaylandProtocols (required version >= 1.18)`
Update DEPEND to fix emerge ordering.
