sci-electronics/pcb: prepare for switch in file naming

Old versions had pcb-yyyymmdd as official release number. Recently
upstream switched to pcb-x.y.z
As discussed on #gentoo-dev we rename pcb-20140316 to pcb-0_p20140316,
and package mask >=pcb-20000000.
