games-simulation/kittenspaceagency-bin: fix QA and minor style issues

Fix pkgcheck warnings:
* EmptyGlobalAssignment: remove empty IUSE=""
* NonexistentDeps: depend on virtual/dotnet-sdk:10.0

Remove unsafe rpath from libRakNetDLL.so.

Indent heredoc wrapper script (using <<- syntax).
