Revert "dev-python/sip: drop 6.10.0"
Would rather keep this one a bit longer after all, 6.11+ has a few
incompatible changes and we may need try things with old version
at times.
This reverts commit b56ffe8ba00e609042845cb5c09c913ea8594fff.
