Hi, We generally go on the starting month, and it normally roughly evens out. We’ve rebalanced what podlings report in what months, but that’s not a hard thing to do, and it's only happened once that I can recall.
Choosing a random month causes odd reporting patterns, which in the past podlings have been confused or complained about. Normally they report monthly for the first three months and then quarterly after that, but changing teh reporting pattern can lead to podlings to reporting 4 times in a row or 3 times, then skipping one month and then being asked to report again.
