Following the discussion about CloudBerry
(https://lists.apache.org/thread/1f8jwpjnn430bhsjq98qxlgjojpqrfdh),
and after seeing a few updates to the proposal, I would like to
start the formal vote to accept CloudBerry into the ASF Incubator.
