If it's an Apache release (endorsed by the ASF, a.k.a. the (P)PMC), it requires. You may search "Maven" on this page [1] to see how OpenDAL stages and releases Maven artifacts. You can also check Curator's release process [2] which I'd regard as a good example of pure java libs in the ASF. Best, tison.
