Regardless of the route chosen, for an official release you will always need to adhere to the standard release process (72+ hours, min 3x+1, more +1s than -1s, must be ALv2, etc etc). I don't think spawning another project for this is ideal, as you'd then ulitmately be required to report for both projects to the board.
