Here's an idea: In addition to mentor sign offs, add an additional checkbox for a PPMC sign-off, but there must also be a link to a PPMC [VOTE] thread to accept its own report and sign off on it. This might make it possible for the PPMC to avoid a "missing report" because of mentors' schedules which are beyond the PPMC's control, while demonstrating that there is a functioning PPMC.
