The incubation proposal guide can be found at [1]. You'll need a champion and 3 mentors. The champion you can think of as your go to person for getting the proposal written and submitted. Note that because your employer wants something doesn't mean the incubator would be the right place to make it happen. Your company may want to first try to see if it can build an open source project off of Ambari and then bring that into the incubator, it may be hard to find a full set of committers coming in. We generally work better when its an established open source project, rather than a brand new project.
