Sorry for the top post, but the issue of download pages has been raised at the community and board level. The incubator is a great place to steer projects in the direction of making it easier to verify that download pages are conformant with policy.
To that end, I'd propose adding a SHOULD to the incubator's download recommendation to have the download page for the project be https://project.apache.org/downloads This could be redirected to a downloads.cgi if the project feels strongly about adding ease-of-use factors to the download experience. But it would be a good start toward making it easier for mentors to check that the podling is in conformance.
