This is not correct, all the incubating process is about letting the PPMC having enough knowledge and practices to check the release, making sure it follows the policies. Please have a talk with your PPMC members and maybe get some recommendations from your mentors to correct this. Also, I can't see your mentors' votes, it is better to ask your mentors to check first.
