Dave Fisher resolved INCUBATOR-250.

Resolution: Fixed
We were testing for a minimum number of podlings in clutch2.sh.
We temporarily went below 45 to 44. I've lowered the test value to 40. Once
NLPCraft is in podlings.xml we will be back to 45.
Build now works.
