To me the core issue, as I said in the "overzealous bureaucracy" thread is that the Incubator is perceived as a stern gatekeeper of the ASF, due to the way we act in general. To fix this I suggested there [1] starting by reformulating the Incubator's goals in a friendlier and service-oriented way.
