We need to have clarity on what exactly we need to work on in relation to licensing -- we are definitely not going to license data files because (a) Apache does not require it and (2) it would break our tests, which is why Apache does not require it. That's the bulk of the issues raised by Justin. We need to have clarity from him, at least, about what we actually need to achieve otherwise there's no point trying to do another vote which will fail again for the same questionable reasons.
