Not every TLP may follow policy to the letter. Issues may have been missed in the past. A TLP may not have gone through the Incubator. You are free to examine the history of every project’s NOTICE file. If you do not accept the collective advice here and wish a ruling then you can ask the legal affairs committee at legal-disc...@apache.org by filing a LEGAL JIRA. But wait a bit to see.
