Hi Justin， We did quick fix for the ServiceCenter LICENSE and NOTICE issue. You can find the LICENSE[1] and NOTICE[2] in the src release, LICENSE[3] and NOTICE[4] in the binary release.
Please let us know if those files are OK. If everything is OK, We will start a new vote for the ServiceComb ServiceCenter.
