I think that's fine.  Somewhere that makes it clear to a consumer "this
area is the murky area," since we already require disclaimers etc in the
source release.  Consolidating the overall rat exclusions is useful as
well, most projects seem to have named this "rat-exclusions.txt", not sure
if that's a convention or not.
